An Act preserving broadband service for low-income consumers

The affordable internet bill requires MA internet service providers (ISPs) to offer qualifying low-income households internet service at $15 per month for 100 Mbps service or $20 for 200 Mbps service.

  • Flat-rate price must include all taxes and fees.

  • Low-cost plans available for consumers with incomes at or below 200% of Federal Poverty level or who receive a federal benefits program.

  • 100 Mbps meets the new federal definition for high-speed internet.

  • ISPs must promote and advertise the availability of the program and submit annual compliance reports.

  • Imposes $1,000 fine for failure to comply.

  • Provides a review of speed and price requirements in 2 years and every 5 years thereafter.
